Default headlight covers cloudy

my headlight covers are covered with this haze that i cant get off i tried mirror glaze rubbing compound and a buffer wheel but the craps still on there. one side is dirty on the inside but i dont know how to get it off. any suggestions for getting the cover off or what i can use to get that haze off the outside?
