I'm new to the board, but I'm a Ford Technician and might be able to help you out.

I'm at home right now, so I don't have everything at my fingertips, but I can tell you with 100% certainty that if your Air Bag lite is on, your air bags are NOT functional.

Off the top of my head, the problem could be a lack of battery power or open seat belt pretensioner circuit sensed by the Restraint Ctrl Module, or many vehicles have weight sensors in the pass seat (not sure about an 06 CV).

I could narrow it down if you let me know what code the lamp is flashing before going solid. It should flash out a 2 digit code several times before staying on permanently. It will be a series of flashes in quick succession, followed by a relatively short gap, then another set of flashes in quick succession, then a longer gap before repeating the process. Count the flashes and I could be more helpful.
