No I am sure it is a two speed fan. What you were doing with your multimeter was checking the FAN itself, but you stopped short of checking the low speed fan circuit.
IF It is good, then the next thing would be to back track through the circuit. Included in that would be the resistor in the diagram. Also fuses, and the low speed relay (I assume that there is one, but I have not refferenced a diagram.)
