Maybe it isn't your EGR valve. There's normally another valve in the EGR system that reads the difference in pressure across the orfice in the ERG tube. It puts out a voltage depending on what it sees. You'd need a DMM, hand vacuum pump and specs/procedure from a manual to troubleshoot it.
What code are you getting? ERG flow at idle?
