Default Power Steering Noise

First post here!!!
When I turn the steering wheel on my 2000 Ranger I get this "creaking/rubbing" noise. I'm not talking about taking the wheel to the exteme limits. it seems like the belt creaking or something. Power steering pump has fluid and ball joints seem fine. Could it be my pump is going or is the belt slipping? Only does it when I turn the wheel. NO its not the tires rubbing the pavement we have ice here now. Any help will be appreceiated!!!!
