You need a window crank removal tool. Available at Napa Auto Parts for around $10.00.
Then you can remove the panel carefully. It must be pryed off. There are a bunch of plastic push rivets that hold the panel on. Use a big screwdriver and get your head as close to the gap as possible to see where they are connected and pop them out one at a time.
