Default 95 windstar LX Will not shift.

You can drive it up to 20mph but it will not shift, goes in to reverse and drive just fine. Once you get going if you let off the gas and hit it again it just reves like its in N. . I checked the tranny fluid and it looks very clean. Van has only 120k. How do I diagnose the problem? Can I jump the wires like an OBD1 and hope it spits a code? OR do I need a scanner? What kind of scanner if so?
Does this sound common for them to do at 120k miles?
