I had an 88 Blazer years ago, power steering started humming pretty good, caused by a leak in the lines. I replaced the leaking lines, flushed the system, (very important to get all the pump crud that is created when it whines), and refilled with fluid. Added a bit of Slick 50 type super slippery power steering fluid to it. Quieted it down a bunch, but still had to be replaced after about 15k miles.
