Default 2005 Taurus with water on floor.

Hello, I have a 2005 Taurus with water in both front foot wells after it rains. It seems like water is getting in through the insulation/sound dampner material under the carpet. This is kinda tough to explain, but here it goes. If you open the front doors and look between the front fender and chassis, you can see wiring and the insulation sticking through the chassis and the black fender liner. Is there supposed to be a cover over this. I would thnk there should be something, if it rains hard, water can easily get in. The passenger side is the same. I discovered this by pouring a glass of water down the A pillar, water soon seeped onto the floor. If it rains heavy, I get 2-4 inches of water in both foot wells.

Any help would be appreciated.
