Yeah if the fuses are good check relay, and tap on t-case/ and t-case shift motor, and I wouldnt worry about the mod, it's easy to do, did it on my 96 to have the full-time 4X4 option wish I would have gone with an explorer with the auto/4hi/4lo option instead of 2wd/4auto/4low option, but it's still cool I just run with the 4auto all the time. Aint sure if there is anyother way for it to work like the 97 and up that has the auto/4hi/4low option. The brown-wire-mod I had to do I had to do more work with than what you'll have to, yours is pretty much just snipping a wire and extending the wire to the toggle switch.
