On the Taurus and many other Fords those functions are controlled by the Generic Electronic Module GEM. Look at the passenger compartment fuse box descriptors in your manual and you should see 4 fuses which are identified for the GEM (if you have one). On a Taurus it is mounted near the fuse box about at drivers left foot. A box with about 3 connectors. It is filled with relays and can be problematic when wet/damp. Check the connections for corrosion.
I have not heard of the GEM being damaged by boosting, but check the fuses (big ones in particular) in the engine compartment power box, they could be and some will provide power to the GEM fuses in the passenger compartment.
Your Ford dealer parts guy can help with the GEM location for your application and what it looks like. I have heard of people separating the GEM and re-sealing it.
