Default 4.6 tbird wont start when cold and runs rough when raining

Please help... I have a 96 tbird with a 4.6. it has 130000 miles on it and has been giving me problems. It won't crank when it's below 55 degrees. I have been parking it inside the garage. Once it cranks it seems to run okay, i notice a little skip under heavy loads but that is it. Once the engine is warmed up it will crank no matter how cold it is outside. Also when it's raining it runs really rough even after it's cranked, If i give it more than half throttle it cuts out. It's a mass air car, i have replaced plugs, airfilter, fuel filter and had no success. The fuel pump is working and dumping plenty of fuel, don't know the pressure. I was told the computer needed to be reprogrammed but i'm not sold and the dealership laughed when i told them this. No one can fix it becuase here in Florida, cold days are few and far between, and once it started no one can find a problem. The check engine light does nto come on.
