Default 1993 ranger problems

i have a 1993 ranger manual 5spd transmission 4cyl 2.3l engine.
and to my problem. when i have the truck off it shifts fine but when i turn it on it is a pain in the ASS down shifting. up shifting is fine. I have already replaced master and slave cylinders. the clutch itself looked like it was almost brand new. is this the transmission or what else could it be. and how can i fix it.
