#1. Check fuse or maybe the lighter element is junk.

#2. I have issues with this as well. The latch probably is stuck for the window and the wiper motor is a well known issue with failing on Explorers.

#3. Replace Windshield Washer Pump, check fuse first.

I dont know how your handyman skills are so I cant tell you if you can fix these issues. However I can say on a scale of 1 to 10 the hardest job would be a 5 and that is the rear wiper motor.
