 Should be some noise
There is a limit to the fuel, there is a pickup, and it dosent go all the way to the bottom, so it could be bone dry. Just for S***s and giggles I would trow a couple of gallons in a tank and see if that helps.
Second You should here the pump for about a second if no noise at all the pumps might not be getting any power
But i would start off with the gas first. Making sure there is gas in the tank, if you put gas in and it runs ... problem solved, if not we can help with some trouble shooting
