Don't get spray can primer, unless you buy the good stuff, you want a primer that has a sealer in it. Auto Body Master's have a good primer that many body shops use. You can pick it up at your local Oreilly's. Also Nason or Du Pont would have a good primer. Cheap primer will just rust again.
Wet sand the rusty spots until bare steel is visible. Use light grit paper to not scar the steel beyond what the primer will fix.
