Default engine cutting out!! HELP

We recently had an issue with our van at a stop sign, with the engine running. We turned the dial to start the defogger to blow and the RPMs dived from about 1000 with a whirring sound starting from the engine at the same time, then the engine dies. We had some heavy rain at the time. Water effecting the PCM? Or could a fan belt be busted?
Started the van up again and had everything off (fan, ac, defrog, defrost, lights, radio etc...) runs ok. Turn on the ac or the defogger and it dies just as above. ??
Thanks for any help or news on this issue.
