Default OBD II scanner

Can anyone recommend a good OBD-II scanner?
I've searched the net for some and see a wide range of prices and data gathered/displayed.
The vehicle I want to use it on, a '99 crown vic, does not have the check engine light on but is miss-firing and/or having issues shifting. In particular, in tends to stumble around 34mph when it seems to be trying to shift into OD.
