Default I have a sililar problem

My 2001 focus SE with the 2.0l zetec is having a similar problem in that the fans work with the A/C on but are not comming on themselves. The coolant temperature gauge seems to be working but it does not go above the mid point on the gauge even if the engine is overheating. Could this be caused be the coolant temperature sensor as well?
