Default Starting problems w/ 1996 Explorer v6 4wd

Hello: I'm looking for input on solving a starting problem w/ my Explorer. The engine will crank in cold or warm conditions, but will not start. I've had to wait various amount of time and try again. When the problem first started the engine would start the next try, or so. Now it is taking much longer to start. I've changed the battery, checked the ignition coil and they are fine. The radiator fluids were low and I refiled them Could the problem be a bad started relay? Or is it a thermostat problem? THe "check engine" light was on, due to a catalytic converter problem, but I've been told that would not cause a no start problem. I'm lost and could use any suggetions. Please help. Thanks!
