if air bubbles are in the line it's possible. Just check the Power steering pump fluid level and see if it's up to the line on the dipstick cap thing. If the PS fluid is foamy or bubbling then you definitely have low PS fluid. After you get the fluid level correct, run the wheel slowly all the way to the left to right (lock-to-lock), maybe 2-3 full cycles. Then make sure the fluid is still up to the mark on the dipstick cap. That should help you purge the air out of the Power Steering system.
