Default Running Too Rich

1988 Ford Ranger XLT with a 2.9 manual.
Starts up without difficulty. However, after a short time the truck will start to bog down, however when the accelerator is push in the truck will then surge. In addition, the truck rpm's will decrease and the truck will die without additional gas. Also, it is running too rich.
The ECM, Distributor, Cap and Rotor, plugs and wires, throttle body, coil pack have all be replaced.
What do you suggest.
It was blowing black smoke prior to these parts being replaced.
