Default 97 Thunderbird Idle Issue

I have a 1997 4.6 liter V8 thunderbird and am experiencing a strange idling issue upon ignition - when I start the car (without hitting the gas at all), the rpm's start at around 900 or so, then goes down to 200, it then goes back up to around 700, goes back down to around 300, and then finally levels off around 700.

I replaced the IAC valve, the PCV valve, cleaned the K&N air filter, and the mass air flow sensor. I have added new plugs and wires as well. The fuel filter was replaced approximately 10K miles ago at the most.

I have not tried disconnecting the battery yet, so I am going to try that next. In the mean-time, any suggestions would be appreciated!
