Just to have a seal replaced I would guess to cost about the same as 400 quarts of ATF. I would try some Lucas Oil treatment as a $20 gamble against a $2000 overhaul.
Often, seals don't fail spontaneously; the bearing supporting the shaft may be worn, etc.
The steering rack on the wife's car has been leaking just a few drops per day most of the nine years we've owned it. Rejuvenating fluid has helped. ATF cleans up easy because it is full of detergents. It makes good hand cleaner.
