Default 1997 4.6L Crown Vic... Looking to upgrade

I just bought a used Crown Vic in the usual way. My local police department is very small and did not run this car hard.

As soon as I got the car I made sure to get an oil change, I put 1 tank of premium gas in it, and some fuel injector cleaner. For the most part, the car seems to be in great condition. I do have one issue that I can see right now. The CPU tells me that I have an O2 sensor bad. I have run cars with bad O2 sensors before, but I don't want to get in a habit of mistreating this car. I will replace that sensor within two weeks.

Some people have told me that turbos are an option. However, I am not really interested. I am looking for more fuel efficiency. I also heard that replacing the stock mufflers with a better quality is a good idea as well as replacing the resonator with a straight pipe. I don't mind if the car gets a little bit louder, but I don't want it to be annoying.

So, this is my new project. If anyone has some intelligent advice, please send it my way.
