Default 94 Crown Vic Alternator, voltage ?????

Hey, I have a 94 CV P71, police int. The other morn while going to work -in the dark- headlites would dim and then get bright again,battery warning lite coming on and then off, several times and then go back to norm for a while. I was thinking alternater. Started right up after work like it should, Got home later in daylight, with it idling with low voltage- at the low O in NORM on guage-vertical position, and battery warning light on dash on-little pic of battery in red. I put headlights on and Ac and fan on and got out my tester, it showed 12.75 on voltage at battery, main lead at alternator and fuses in fusebox all showed plenty of voltage. Turned car off left lights on and started right up just like it should, not a hint of a low battery .Next thought was maybe a built in voltage regulator in the alt giving funky readings to dash. Anyhow off to get a new alt at parts store, 3 days later after special ordering it due to special connector on back of Alt that reg CVs don.t have only Police Int have, I got one. $ 175 bucks later (130 amp reman). I put it on, started it up, started fine, voltage reading about high O on NORM guage on dash, checked voltage, was a little better than before at 13 volts. Before when started up voltage guage would go up to R in NORM and then run at low R, dipping some if used power window Headlites or something else. Now even if I turn on lites at idle there is no change in voltage reading at guage, stays the same, like no draw on that system. Don't know anyone have any thoughts??? Is there a resistor or voltage regulator somewhere else I need to replace oe what, Any help is appreciated. Thanks Mike
