Default 97 mercury wont start. no fuel pump power

This is my dad's car. It is in great condition. It has been sitting for 2-3 years. It has been keep garaged and covered. The problem right this moment is that it is not getting power to the fuel pump. We just changed the fuel pump and sending unit. The new fuel pump was tested and is good. The battery is good and cranks over fine. The radiator fan also kicks on when you turn the key on.
