Unhappy Where's the block heater on a 2000 Windstar?

I bought the vehicle used, only came with 1 ignition key but more importantly - no owner's manual. I searched the web and tried to find the answer, without success. There is no electrical cord coming out of the front as with older models. My service manager told me over the phone I just raise a flap somewhere on the front of the vehicle and I will find the block heater.

Help anyone???
