Windstar Heat/AC vacuum controls
There is probably enough information in this thread that you can figure out what the problem is, and how to troubleshoot your system.

You may have a vacuum leak.
Possible places are at the switch, or actuator, proably not somewhere in the engine compartment becuase your other controls are functioning.
This will make more sense after you read the above thread.
