Most likely you are going to have to move the wheel out of the way to get at it from the wheel well, remove a splash guard thing, buy a puller (not costly at ebay), and then pull the balancer. (You might try pulling it without removing all the other stuff) After that I don't know how tough it is to get the new balancer on, but I would suppose it would be easier. Among other things, the bolt that holds the balancer on will help you.
