Angry going up hills

Our 2003 Ford Escape has been having problems going up long steep hills in Pennsylvania. It's a 6 cyclinder and you have to floor the pedal and other cars are beeping and passing us. I'm talking about going 45 MPG at the start and slipping back and not being able to keep the speed. Needless to say the gas gauge shows us using alot of gas. Has anyone else had this problem? We were fine when we had the car in NJ but Pa has much steeper hills.
