Question '95 Windstar runs rough

My '95 Windstar ran out of gas, but coasted into gas station. Once the tank was full I tried to pull away but the engine died. Fuel pump would not run then, so I replaced that, but it continued to blow fuses each time the ignition was turned on. I got that fixed, pulled emergency fuel cutoff out banged on it and after lots of dust fell out problem has not reoccurred. Now however, when van is started cold, very little power and engines skips misses any time the RPMs reach 1700, and engine runs rough. When engine warms up, I have to keep giving it gas just to keep it running, and engines runs even worse. Does anyone have a suggestion as to what could be causing this?
