Question Back end sags..?!?

Hey everyone, this is my first post on ford-forums!
I own a 1999 ford explorer xls, about 170,00 miles on it
it seems that the left side of my bumper/car sags a bit.. at first i thought it was a shock problem, but then since then i have seen 2 other explorer with the same problem..?! strange.
Is this a shock problem, or just something wrong with the overall model of the car?

if anyone has this problem, or dealt wth this please try to help me out..
