does any body know if you can change air shocks to reg. shock system on a 1998 ford expedition

It can be done but it might throw a code. I'm pretty sure the Body Control Module, BCM, needs to be re-flashed or exchanged to ignore the faults that will be detected without the correct shocks. You will need to disable the compressor too.
