Default 1999 Ford Taurus SE-lights don't turn off

Can someone please help me? I know very little about cars and am having trouble with husbands 1999 Ford Taurus SE. When I turn the ignition off the day headlights stay on. I have to disconnect the battery cable every time I stop. Is there a fuse I could pull or something so that the daytime headlights don't even come on? Any suggestions would be greatly appreciated!

Fuse #15 15Amp in the Battery Junction Box.

do you have the parking brake on??

if you want to diagnose it...Key OFF, disconnect Day Time Running (DTR) Module, check for voltage between pin3 OG wire and ground. if 0 volts DTR Module is bad.
