Default 96 Windstar: no power under hood fuse box

My 96 Windstar has a lot of things that don't work and I found that I have virtually no voltage to the main fuse box under the hood. A couple of the fuses show 2 or 3 volts but most have nothing. Any Ideas? I'm stumped.
This is what doesn't work: No power windows or locks. No interior lights. No cooling fans for the engine. The a/c compressor won't kick in. The only warning light on the dash is the ABS light. Other than that it starts and runs OK. All the Exterior Lights and blinkers work fine, wipers & heater all work. It misses a little after it warms up but I think a tune up would take care of that.
Any suggestions would be greatly appreciated. Thanks,

I had an intermitant voltage problem on a 94 explorer. fixed it by replacing the feed cable to the bottom of the main fuse box located by the battery . Cable seemed to be corroded on the inside of the wire.
