Default 87 fuel gauge problems

I have an 87 f150 with dual tanks and while i drive the gauge bounces back and fourth. i was told it could be a ground on the gauge but can't find where the ground is to check and i can't get the cluster out enough to disconnect the speedometer cable. can anyone help

most usually it is the sending unit itself. most of the time it will be steady when full to about 3/4 then jump around until about 1/4 full and be steady until empty. that would be sending units. when 1 starts the other is not usually far behind..
