Smile Help with 1999 taurus keyless entry programming

I bought a 1999 Taurus, came with a key fob, but doesn't work. I tried to program it by cycling the key from off to on, but car never goes into the program mode. So I am wondering it I really do not have keyless entry. How to I check to see if I really have keyless entry, could I have a blown fuse somewhere I can not find? where is the keyless sensor located, I bought the car from CarMax, I have been told that they are known for disabling this kind of stuff and then try to charge you for an add on feature. Is this true? Where could it have been disabled, where and how do I check it ?

Call a FORD dealer and ask for parts counter....
Those guys do it all day long and can walk you thru it over the phone if they aint too busy. or go by and say hello to them with a smile in person..!
