high beams work low beams dont on 95 explorer eddie baur

fuses are in tact, can anyone help resolve?

I don't have access to a wiring diagram, but they could be on separate relays.

are you sure that the high beams are working? if the vehicle has daytime time running lights, they look like high beams. check the bulbs too be sure that they are ok. i ran into a similiar issue with a peterbilt that the high & low beams burnt out on a four lamp system, so it is possible the bulbs are toast.

This vehicle doesn't have d.r.l.'s. I put brand new bulbs in--same result, no low beam--only high beam. Thanks anyway.
