Default Instrument lights will not shut off 2000 WS

Hoping that someone can help. I have a 2000 Windstar and am stationed in England. As a requirement in UK, I have a rear foglight that has been wired into the the rt/rev light and front parking lights. All receive power from a lead off the headlight switch harness.

Last week I blew fuse 9 & 16 after turning on rear fog light. After replacing fuses, 9 & 16 are fine as long as switch for light is left in OFF position. If switched on, 16 will blow straight away. Additional symptoms: Panel lights on instrument cluster, heater control (front & rear) and radio display all remain lit. Only means of turning off is to pull fuse 16. I have since removed all connections for the additional lighting. The problem of panel lights staying lit still remains.

I have checked REM for obvious fraying in wires leading in as well as any possible water damage. All looks fine. I unplugged all connections to REM and panel lights still remain lit.

Any additional ideas? Weather here is horrible next day or two, gale force winds and driving rain. So won't be doing much troubleshooting. Last option is to take to Ford dealer, not even sure if the service garage here in England would have proper equipment to diagnose US spec vehicle.
