no it's old rubber.. I think it may have been left over fuel line? Did I mention that I bought the truck this way? Not that I wouldn't have done the same kind of crap at younger age.. but I think I've matured past bolting cheap ill-fitting chrome parts onto old rusty blocks....

My 1971 Chrysler crown imperial had one. (that was an engineering marvel...sort of... you had to undo a motor mount and jack the engine up to change the last sparkplug on the driver's side. )
