Default engine idle motor problem?

I bought a used 1993 escort wagon and it's always had a problem with the idle ONLY after I drive it in 5th gear, which I don't do much because I take public transportation to work. What it does is the idle revs really high when I slow down after 5th gear and I have to turn off the key to stop it. I've tried to have it fixed, now finally a mechanic said it was the engine idle motor, and he replaced it. However, it's not completely fixed, but it does seem to be partially fixed. I took a long trip this weekend and after 5th gear it didn't rev really loud like before, but it did still do it. But now it seems to stick a little even when just driving in the other lower gears. My boyfriend thinks it has something to do with the cable.

Any ideas before I take it back to this mechanic?
