Default RPM's don't drop when releasing Gas pedal

I have a 2000 Taurus 3.0 Single OHC FFV and when driving down the road, the rpm's don't drop when you let off the gas pedal. When you put the car into neutral, the rpm's even climb 200-500 rpm's and will increase with an increase of speed or decrease with a decrease in speed.. they follow the speed of the car. (when in neutral). I replaced the IAC and put new plugs and wires.. nothing has helped. The gas mileage was and is still terrible after i replaced the IAC and plugs and wires. I have heard that this might be a Vehicle Speed Sensor problem.. any ideas??

Pull codes. They'll do it for free at Autozone, and other parts stores.

I have heard that it could be VSS related.
It could also be the TPS, (Throttle position sensor).
It could also be that your carpet/floor mat is lying on the gas pedal.

Sorry, I don't know how to test a VSS, but fortunately it is only about $20.

Check carpet/floor mat first (easiest and cheapest)
It could be the IAC (Idle Air Control valve) stocking. Remove and clean the carb/choke clearer.

It has a brand new Idle Air Control Valve.. is the something else I should do with that??

It could be an air leak along one of the intake manifold gaskets.

Have you pulled the error codes ?

There are two possible reasons for the RPMs not dropping quickly. The first is that your ECU is anticipating your inputs, and trying to compensate for rapid fluctuations. My ECU does this, but doesn't sound nearly as bad as yours. The second is that your flywheel is extremely heavy, which would hold the inertia in the engine much better, thus resisting the RPM drop.
