96 Crown Vic Tranny Probs

I have a 96 crown vic(police intercepter), and at first the tranny was intermittently shifting after second gear and did not always shift past second, so i changed filter/fluid, but still had same problem as before, the O/D off light flashes but would still shift all the way into O/D, then i lost the speedo, and now it only goes in first and reverse, i have changed the speed sensor on tranny but still the speedo isnt working and wont shift out of first, any help thanks, this car does not have the rear abs(RABS) sensor

If the speedo is not working it is likely that the PCM doesn't know how fast you are going so it doesn't know when to shift into second.
