Default 98 Taurus-Not getting fuel

I have a 98 Taurus 3.0 that cranks, but will not start. I can't hear the fuel pump cycle when I key it on. I know the fuel pump would probably be the likely candidate, but I was wondering if it could just be the pump relay. If so, which one is the pump relay? I've also heard the Constant Control Module could be the problem. I wanted to try to swap the relay to eliminate that as the cause. There seems to be 2 relay locations under the hood. One in front of the battery, and a smaller one on the side of the battery. I'm no expert, so if anybody can tell me which of these relays runs the pump or if anybody has any other ideas, the advice would greatly appreciated. Thanks!

could be the fuse, fuse#10 20Amp Engine compartment fuse/relay block.

the relay spot#29 Engine compartment fuse/relay block (same box that fuse # 10 is).

the Ineria Fuel Shutoff Switch behind right wheel well in trunk/cargo area.

Location of relays should be in your owner's manual.
IF you don't have one, you may obtain one here...

It will have a diagram under roadside emergencies of which fuse powers the fuel pump relay. Check the fuse(s). (note: there may be more than one fuse... one to the relay, one to the pump, and maybe one that goes from the power distribution box to the fuse circuits under the dash)

IF that is good then check the relay.
