In addition we know that you replaced your coil.
My guess is that all of the wire wiggling, and ICM tapping and putting fuel in the tank, were only coincidental to the car starting.
Intermittant problems can occur with any vehicle manufactured by any manufacturer, and traking them down can be frustrating, especially when one does not have enough personal experience or knowledge of the particular system, nor have sufficient documentation to act as a guide.
My suggestion to you at this point is to go an auto parts store and purchase either a Chilton or Haynes Manual for your year car. IF you have your choice, open them and compare which one gives you better instructions for testing and replacing your ignition switch.
I strongly suspect that
a faulty ignition switch is your problem.
Here is my line of reasoning.
Your CEL bulb should go on when you turn the key to ON. Sometimes it does, sometimes it doesn't. IF it was a bad bulb, it would never go on. Could be a bad ground, or ignition switch.
When you turn the key ON you should hear the fuel pump prime. Sometimes you do, sometimes not. When NOT... it could be bad ignition switch, bad ground (but a different one from the CEL bulb), bad wiring through the inertia shut off switch and then to the pump.
So the things these have in common are the ignition switch.
Now if the ignition switch intermittently didn't get power, that would be a cause, BUT unless I misinterpreted your statements, the other dash lights always go on when you turn the ignition switch to the ON position. Therefore the ignition switch is always getting power.
The ignition switch for a '98 windstar at autozone.com lists for $25. Your's is probably about the same.
This will give you an idea of what MAY be required to replace your ignition switch. This is for a full size bronco, they may be similar.
