Default Ranger Exhaust Leak

I have a 2002 ford ranger edge. I recently went for an inspection and i failed because there is an exhaust leaking at the flange in between the muffler and catalytic converter. The spring bolts are all rusted as well as the whole flange area. What would cause the leak? is there a gasket in there? I got some new bolts at autozone and i got a gasket. I'm not sure it's the correct one. It appears to be a soft metal type of gasket(felpro, exhaust flange gasket part# 60641. I also got some PB Blaster to help get the bolts out. I'm hoping to get a little more information before I do this on my own as I haven't really working on vehicles much but I hate paying too much if it's something I could do on my own. Thank you for any input you can give me.
