Default Wipers

I have a '76 LTD, the driver side wiper isn't working. I'll try to decribe it the best I can.
The shaft that is suppose to connect to the spline seems to have come loose. The shaft will spin but the spline that connects to the wiper assembly will not engage. Does anyone have any idea what holds the shaft and spline together?

are the splines stripped off?

No, the splines that are on the car itself are spinning freely from the shaft. The splines on the wipers and car are both good.

All the linkage is hooked up and the bushings are good?

It appears so...the splines sit on (or over) the shaft and I can't figure out what holds the two pieces together??? It's 0 degrees here, so I don't want to start tearing the whole wiper assembly apart if I don't have too.

I haven't had one apart myself, but does the splined part have a lock or snap ring underneath it holding it on?

I've attached the top view. Yes, it appears as though is some sort of snap or spring ring. But, it's really hard to tell. I can't make figure out how that ring would bond the two together? The splined piece just swivels back and forth freeley, it won't pull off. I just bought the car and have the Chiltons guide but that's worthless for this part.
