Default Upgraded brakes/conversion for 74 Courier

My brakes really suck in my new 74. The guy I bought it from had the 4 rear wheel cylinders replaced, and supposedly the fronts rebuilt (doubt that). I bled each forever, and after a day brakes are back to crap. Should I :

a. replace 4 front wheel cyls
b. replace master cyl
c. convert to an upgraded system off a later model? Any bolt ons out there for swapping. I am a fan of cheap junk yard swaps.
