I want some extra HP and TRQ.Please help me any&all advice.

Thank you for the advice, but when comes great power, comes the eventual nessicity of a transmission to support all of that. (And a U-Joint too) So how much can the U-Joint and trans support? After I knew that I should be set.
I would suggest loosing some junk from the trunk.....since your car is heavier it will take more power to get it going....shedding a few pounds will make it go faster.....when it comes to hp it also involves $

If you personaly ask me, that should be one of the last steps when it comes to putting more horses into a car/truck. Sure your car may be lighter, but it really does not do that much if we're talking about a few pounds. And replacing body panels with lighterweight replacments is not an option for me, concidering I like it the way it looks right now.
The tranny and u joints are fine, for the chip mods, however you will need to watch your top speed unless you upgrade your drive shaft to one from the P71 or marauder..
I never believed in chips, dont believe you can gain up to 35HP by changing a chip. Now if you get a dyno tune where they reprogram your computer I would say maybe a 30HP gain.
Most cars you see on the road are running with no chips, they all use bolt ons or been dyno tuned. Most Performance Part stores do not even sell chips, they sell computer tuners that plug into your computer and reprogram it.

Thank you for the clarification on the matter. I would love to have my 4.6L tuned on the dyno. A computer tuner would be nice to have, but I might want to modify the exhaust system first, but then again, the stock cat has been doing so well for me, I might not want to mess with it.
A few ideas:
1) Upgrade to dual exhaust as mentioned above to allow the engine to breathe better
2) Upgrade the air intake - You don't need to get the K&N, just upgrade to a Marauder intake and airbox or one off a '04+ Crown Vic
3) Get a tune when you're all done

I noticed how since day one that the bumber has a cut out on the left side withing no exhaust pipe unde it, and it looks almost "trashy" without an pipe under there, maybe I'll go online or a salvage yard for a dual exhaust system. And the intake is also a must. It brings air in directly from behind the driver's side headlight, (Flow well? lol) And I tuner would be great, especialy if I could conceal it. School Starting, my Junior year begins on humpday this week. So upfitting my baby might need to be put back for a while. but I definatly want it upfitted for my Senior year.
When you get a dyno tune make sure you are finished with adding mods to the engine and exhaust system cause the dyno tune will tune your car to run with your mods, if you add mods later the dyno tune may loose hp gains since it was tuned to run with the mods you had.

That V8 deserves a dual exhaust, that's why they put it on the police cars and the Mercury Marauder. For your year there is also a K&N filter kit for a few hundred but the MM upgrade is less and does the same basic thing.
